	Avoid busy-looping in EVENT_WaitXEvent when no timer is pending
	(thanks to Thomas Koenig).

	Moved update region clipping for CS_PARENTDC windows to BeginPaint().

	Implemented Win32 version of ScrollWindow() and ScrollDC().
