winex11.drv: Do not allow WM actions for windows with WS_DISABLED style set. Some applications do not expect and could have undefined behaviour (or even crash) when a not active (and disabled) main window under a dialog popup is being closed or minimized/maximazed. Most of Window Managers allow that, but Windows doesn't.
